Structure
The Institute of Chartered Accountants of India periodically reviews the scheme of Education and Training to remain in tandem with developments in the field of education and other changes at national and global level. Evolving business also demands newer skills from the accounting professionals. Accordingly, the existing scheme was revamped and the new scheme was launched on 13th September, 2006.

Different levels of Chartered Accountancy Course

1. Entry Level Test Common Proficiency Test
2. First Stage of Theoretical Education Professional Competence Course
3. Final Stage of Theoretical Education Final Course


The Entry level test is named as Common Proficiency Test (CPT) which is designed in the pattern of entry level test for engineering, medical and other professional courses. It is a test of 4 hours duration comprising of two sessions of 2 hours each with a break between two sessions. The test comprises of objective type questions only with flexible negative marking for choosing wrong options. The Common Proficiency Test (CPT) has replaced Professional Education (Course-I) effective from September 13, 2006. The last Professional Education (Examination – I) was held in November, 2007.

The Professional Competence Course with an upgraded syllabus has replaced Professional Education (Course -II) effective from September 13, 2006. The last Professional Education (Examination –II) for all the students of Professional Education (Course – II), irrespective whether such students have exhausted 5 consecutive attempts or not, will be held in May, 2009.

The last leg of the Chartered Accountancy is Final Course, designed to impart expert knowledge in financial reporting, auditing and professional ethics, taxation, corporate laws, system control, strategic finance and advanced management accountancy. The Final (New) Course was launched in February 2007 and first examination under new scheme will be held in November, 2008. The last Final (Old) Course examination will be held in November, 2009.

Updated syllabus is benchmarked to chartered accountancy courses available around the globe and is fully compliant to International Education Standards issued by the International Federation of Accountants.

Under the new scheme the period of articled training has been enhanced from 3 years to 3½ years.

New upgraded 100 Hours of Information Technology Training replaced 250 Hours Compulsory Computer Training in December, 2006

Objective of the New Scheme

The new scheme has emphasized on –
Elimination of prolonged entry norm through Professional Education (Course-I) route but instituting a uniform entry level test – the Common Proficiency Test;

After passing 10th standard examination a student can register with the Board of Studies and prepare for entry level test while pursuing 10+2 level study;

To encourage young talented students having aptitude for accounting education to make an early entry to the profession;

Balanced approach towards theory and training by way of emphasizing commencement of the training at the beginning of the chartered accountancy curriculum;

Complementing theoretical education by appropriate modules of practical training;

Providing quality classroom education through efficient accredited institutions;

Linking an upgraded Information Technology Training;

Facilitating additional courses of study during articleship training;

Globalizing chartered accountancy education through organisation of education and training abroad;

To help students in acquiring professional ethical values and attitudes; and

To inculcate analytical ability among the students through case studies.

Course

Common Proficiency Test (CPT)

Common Proficiency Test is an entry level test for Chartered Accountancy Course. It is a test of four subjects i.e., Accounting, Mercantile Laws, General Economics and Quantitative Aptitude. This test is of 200 marks. This test is divided into two sessions of two hours each with a break in between. CPT is an objective type test with negative marking.

SESSION – I (Two Sections– Two hours – 100 Marks)
 Section A: Fundamentals of Accounting ( 60 Marks )
 Section B: Mercantile Laws ( 40 Marks )

SESSION – II (Two Sections– Two hours – 100 Marks)
 Section C: General Economics ( 50 Marks )
 Section D: Quantitative Aptitude ( 50 Marks )

The Board of Studies has prepared comprehensive study materials covering all four subjects.


Professional Competence Course (PCC)

About the Courses

This is first stage of the chartered accountancy curriculum wherein only working knowledge of core and allied subjects to accountancy profession is covered, while at the Final course, advanced application knowledge of core and allied subjects to accountancy profession has been intended to be inculcated. The unique feature of the entire theoretical education of the Chartered Accountancy curriculum is the
supportive and complementary practical training. A student would undergo theoretical education and practical training concurrently from the beginning of the first stage of theoretical education. This balanced approach will help the students to appreciate the underlying practical applications of the theoretical education scheme.
Neither a stand-alone theory nor a practice without theoretical knowledge would make a professional successful. Moreover, there is a need to develop proper understanding of the business environment and information technology which acts as an important business process driver. It is also essential to sharpen communication skills to be able to work successfully in the competitive business environment.

The subjects of PCC are classified into two groups which a student can study and appear in the examination group-wise or both the groups together.

Professional Competence Course: Highlights

 Improved knowledge of accountancy linked to accounting standards to build strong foundation for developing knowledge of Financial Reporting at the Final stage;
 Inculcating ethical values through a module of Business Ethics;
 Updated knowledge of business communication through modules of developing soft skill, leadership style, group dynamics and developing knowledge of business meetings and legal documents;
 Building knowledge of business strategies, business environment and corporate governance;
 Introducing Service Tax and VAT as special module with the purpose of strengthening knowledge of indirect tax;
 Upgraded module of Information Technology linked to the 100 Hours Information Technology Training;
 Upgraded modules of Audit and Assurance, Cost Accounting and Financial Management;
 Imparting basic knowledge of e-filing under the company law leading to development of advanced knowledge of e-governance at the final stage.

Highlights of the new final course:

Financial Reporting: This new subject deals with the whole gamut of financial reporting specially corporate financial reporting. This subject also focuses on learning of IFRS based financial reporting and US GAAP based financial reporting. This is aimed at making Indian chartered accountants globally competitive. Business valuation principles are also covered in this new subject.

Strategic Financial Management: Financial consultancy has become a key functional area of the chartered accountants. With a view to strengthen this knowledge area, this paper has been introduced. Special focus of this paper are on Mergers and Acquisitions, Investment Analysis and Portfolio Management, Financial Derivatives, Commodity Derivatives, Global Sourcing of Capital ADR, GDR and Foreign Exchange Risk Management.

Advanced Management Accounting: This course has been conceptualised to strengthen the strategic role of a chartered accountant in an organization as a management consultant. Special focus of this paper is on Strategic Cost Management including Activity Based Cost Management, Target Costing, Value Chain Analysis and Restructuring the Value Chain, Transfer Pricing including International Transfer Pricing within the WTO framework, Financial Modelling using Quantitative Techniques and Cost Management in Service Sector.

Advanced Auditing and Professional Ethics: The updated version of this course focuses on application of Audit and Assurance Standards in practical situation and knowledge of Professional Ethics.

Information Systems Control and Audit: This course is formulated with a view to enhance the knowledge of the Chartered Accountants on relevant aspects of Information Technology and their applications in accounting, audit and finance. The special focus of this course is on Information System Control Techniques, Data integrity privacy and security, Risk Assessment Methodologies, Information System
Auditing Standards, Guidelines & Best Practices, and Information Security Policy.
In addition, principle of e-governance has been emphasized in Corporate and Allied Laws, International Taxation and Value Added Tax are important features of the updated subject contents of Direct Tax Laws and Indirect Tax Laws respectively.

Articled Training / Audit Training

The unique requirement of practical training is instrumental in shaping a well -rounded professional to ensure that students have an opportunity to acquire on-the-job work experience of a professional nature.

Such a practical training:

Inculcates a disciplined attitude for hard work;

Develops necessary skills in applying theoretical knowledge to practical situations;

Provides exposure to overall socio-economic environment in which organisations operate; and

Develops ethical values.

Under the New Scheme of Education & Training 3 ½ years of articleship training has been designed to strike a balance between theoretical education and practical training.

A student can also undergo audit training. Eight months of audit trainin g is treated as equivalent to six months of articleship training.

1. Registration for the scheme

This course should be undergone by a student who has taken admission to Professional Competence Course and registered for articled / audit training. On completion of 3 months of articled training, a student can join ITT with an accredited Branch. Students who have already registered themselves for Professional Competence Course and articled / audit training shall be issued registration letter for 100 Hours ITT automatically.
Existing students of Professional Education (Course-I) and Professional Education (Course-II) who have not yet undergone 250 Hours Compulsory Computer Training and wish to continue under the existing syllabus should also undergo 100 hours ITT. It is further clarified that existing students of Professional Education (Course-I) and Professional Education (Course-II), who wish to switch over to new course and join PCC and articled training, should commence 100 hours ITT on completion of 3 months of articled
training. Those students of Professional Education (Course II) who have undergone 250 Hours of Compulsory Computer Training during their PE-Course-I or PE-Course-II are not required to undergo 100 Hours
Information Technology Training. A student can join any of the accredited Regional Office/Branch IT Centre for undergoing this training.

Fees payable to the accredited Branch ITT Centre for undergoing the computer training The fee payable to the Branch for ITT is Rs. 4,000.
The course fee is inclusive of all costs such as the cost of registration for the course, library fee, computer and Internet usage charges and cost of conducting training, module tests, project and final online examination. It also includes the cost for evaluation, marking, preparing results, for issuance of completion certificate and submitting the list of eligible candidates to the Board of Studies, ICAI, Noida. Disabled students are exempted from undergoing 100 Hours ITT with accredited Branches. They have to self-study the course materials for at least three months and qualify two specially designed test papers supplied by the concerned Regional Office.

3. Training Duration
The fresh batches shall start in the first week of each month. Students are required to undergo 100 Hours ITT with the accredited branch. The Branches can follow a teaching module of 3-5 hours per day, covering
100 hours in maximum 40 days including Sundays. The Board of Studies can change this training plan. A student should not appear for the final online examination before he/she completes the minimum training period prescribed in the training programme.

4. Course Structure and Training Methodology
The syllabus designed by the Board of Studies for 100 hours of Information Technology Training shall be imparted as per the specified training hours stated in Para (6). The faculty members are required to adhere to this schedule. The course should be supported by intensive practical exercises so that the concepts are clearly understood by the students.
There may be additional seminars/lectures up to maximum of 5 hours to keep the students informed about the latest developments in the area of Information Technology which are of relevance for accounting profession.

5. Study Material from the Board of Studies
The Board of Studies has brought out study material in the form of printed study modules I & II and a set of 7 CDs. On registration with the Board of Studies for 100 Hours ITT and PCC, the students get this comprehensive Study Material. The printed modules include detail discussion on all the topics included in the syllabus. However, the CDs which are interactive in nature cover 68 hours of ITT as per the details given below :
Students be advised to study the appropriate course modules in detail before the relevant classes are conducted by the accredited branch. The Prospectus of PCC contains detailed rules regarding 100 Hours ITT. Students be advised to go through these guidelines carefully before undergoing 100 Hours ITT. In addition, the Board of Studies announces from time to time any change in such guidelines through Students’ Newsletter – “The Chartered Accountant Student”. Such changes are also hosted on the Institute’s Website – www.icai.org. While undergoing 100 Hours ITT, a student should remain in constant touch with the Chairman of the accredited Branch.

7. Module tests
Each student is required to pass two module tests. These tests are to be conducted by Branches in consultation with the Board of Studies of the ICAI. The evaluation and moderation of test papers is to be carried out by the Branch IT Centre. Each module test shall be of 50 marks. The module test may comprise of objective type questions as well as short questions. The duration of the module test will be one hour. Evaluation of the module test is to be done by the centre faculty. A student is required to pass both modules tests by securing at least 50% marks in individual test. In case a student fails to do so, one reappearance for each test may be allowed
free of cost. For any additional reappearance, the student is required to pay a nominal fee of Rs. 150/- per test.

8. Project
Each student is required to submit a multi-disciplinary project of 100 marks. The students should endeavor to use most of the software/techniques learnt during their training while developing this project based on some real-life application. The Project report may be submitted both in hard copy and the soft copy with the Branch IT Centre.

9. Attendance
The Accredited Branches maintain a proper attendance record. A student is required to have minimum 90% attendance.

10. Eligibility for Final Online Examination After undergoing the training for specified duration, a student becomes eligible for the Final online examination only if he fulfils the following criteria:
(i) 90% Attendance;
(ii) Clearance of the two module tests;
(iii) Submission of the project; and
(iv) Full fee is paid.

11. Final Online Examination
The final online examination would comprise of 200 objective type questions of 1.5 marks each totaling 300 marks. The weightage of final online examination is 60%. The duration of the same is 3 hours.
The final online examination is to be conducted by the accredited branches on any Sunday of the month in coordination with BOS.
On the day of the examination, a student is required to go to the designated IT Centre and take the on-line examination. A student would not be allowed to exceed the allotted time. Questions will be generated randomly for the students appearing for the online examination. The total number of questions generated for each topic must be in accordance to the total number of hours of training allocated to that topic. Once the student
commences the examination, he is expected to complete the paper without any break.
The evaluation is to be done on-line.

12. Criteria for qualifying the training
A student is required to obtain 60% in aggregate taking into account module tests, project and final examination. In case a student fails to secure 60% or more in aggregate, he /she may be allowed to
reappear for online exam for maximum two more attempts. No fee shall be charged by the accredited branches for such reappearance. However, if a student fails to secure 60% marks even after three attempts, he/she may have to pay a nominal fee not exceeding Rs. 300/- to the accredited branch for every additional attempt.

13. Certification
The training completion certificate as well as passing certificate will be issued directly by the concerned Accredited Branch of the ICAI. The nomenclature of the course is "C.A. Student Information Technology
Training".

This course should be undergone by a student who has taken admission to Professional Competence Course and registered for articled / audit training. On completion of 3 months of articled training, a student can join ITT with an accredited Branch. Students who have already registered themselves for Professional Competence Course and articled / audit training shall be issued registration letter for 100 Hours ITT automatically.
Existing students of Professional Education (Course-I) and Professional Education (Course-II) who have not yet undergone 250 Hours Compulsory Computer Training and wish to continue under the existing syllabus should also undergo 100 hours ITT. Fee Structure

(I) Registration and tuition fee for Common Proficiency Test (CPT)

Fees for:

(i) Indian students residing in India and other SAARC countries and Bhutan;
and (ii) Students belonging to other SAARC countries and Bhutan
(In Rs.) 3500/-

Students other than stated in Column 1 i.e.
(i) The students of foreign countries other than SAARC countries and Bhutan; and (ii) Indian students residing abroad other
than SAARC countries and Bhutan (US$) 200

The registration for CPT Course will be valid for a period of 3 years from the date the student becomes eligible to appear in CPT exam for the first time or for the period so long the student continues to appear in the examination regularly whichever is later. Accordingly the registration of a student will continue to be valid as long as the student continues to appear in the CPT exam irrespective of the period involved which
may be beyond three years. After expiry of the period of 3 years from the date the student became eligible to appear in CPT for the first time, his registration will lapse. However, the registration shall not lapse if such student has appeared in at least one of the last two examinations conducted just before the end of three years. The registration of such student shall however lapse in case he subsequently does not
appear in two consecutive examinations. A student whose registration gets lapsed will be eligible for re-registration. Such students will be required to re-register himself/herself by paying a nominal revalidation fee of Rs.500/-.
Switch over from PE-I to CPT Students of Professional Education (Course-I) who have not exhausted 5 consecutive attempts may switch over to Common Proficiency Test (CPT) course by making a remittance of Rs.100/-.
Those students who have exhausted all the attempts will have to register afresh by paying full registration fees for CPT, i.e., Rs.3500/- applicable at present.
